The device calls your phone to activate the mic but suppresses the ring so that you're not alerted to the call. In cellphones, its a bit of the same. But why pin it to the FBI? The Soviets loved the thing. There's a few circulating the black market, an uncomfortable thought. Of course, in that time, intelligent people have invented defensive workarounds too.
