I think this system using the water tanks has been successfully used before in buildings and is a good idea.
This system has been used since before the WW11 war on ships and are called Flume tanks. While the design differs the principle is the same. On a ship you have two relative small tanks aprox 1 metre cube high up beside the ships bridge and as wide as possible these are connected with a large dia pipe and as the ship rolls the movement of the water is delayed and effectively goes to the high side of the ship which in turn moves the centre of buoyancy and gravity of the ship and creates a righting moment
