That’s a very simple one. After removing the 1 tile the resulting rectangle has empty space in the middle in the form of an elongated romboid. In other words the sides do not fit tight anymore.
I had to google the term elongated romboid…and I still don’t understand …

There are two cuts in the video. After each cut look carefully at the MIDDLE of the 7×9 tile rectangle. You will find that the middle three lines are much longer (not normal), and thus the resulting rectangle is NOT identical to the one before the cut. It contains 7×10 lines instead of 7×9. Cheap trick, methinks… 🙂
The point is that this is a very, very cheap “trick”, I would not even call it a trick in fact. He is manipulating with the video. He is using 2 sets of stones. One with 7×9 lines, the other with 7×10 lines, out of which he “miraculously” removes 3 extra stones. Wow. Watch carefully. The two cuts in the video reveal the whole thing. After the cuts look carefully in the MIDDLE of the set and you will find they are not squares but elongated rectangles. VERY CHEAP TRICK, nothing “magical” about it. Must be a bored North American chap somewhere fooling other bored North American chaps. 🙂
